CLP Underprivileged Families Electricity Subsidies Programme [Application is closed.]

In 2024, CLP Power is allocating HK$50 million from CLP Community Energy Saving Fund to the CLP Electricity Subsidies for the Underprivileged Families Programme, which will provide electricity subsidies of HK$600 to 50,000 aged 65 or above either elderly singleton or elderly doubletons, low-income families, and people with disabilities, as well as electricity subsidies of HK$1,000 to 20,000 tenants of subdivided units in its supply area. 

Who are qualified

1. Aged 65 or above either elderly singleton or elderly doubletons

Hong Kong resident for not less than one year; and receiving assistance from one of the following schemes:

  • Comprehensive Social Security Assistance (CSSA); or
  • Old Age Living Allowance (OALA)

2. Low-income family

Hong Kong resident for not less than one year; and receiving assistance from one of the following schemes:

  • Working Family Allowance (WFA); or
  • Comprehensive Social Security Assistance (CSSA); or
  • Full Grant of The School Textbook Assistance (TA); or
  • Full remission of Kindergarten and Child Care Centre Fee Remission (KCFRS) 

3. The Disabled

Hong Kong resident for not less than one year; and holding or receiving assistance from one of the following schemes:

  • Registration Card for People with Disabilities; or
  • Comprehensive Social Security Assistance (CSSA) Scheme with Transport Supplement; or
  • Social Security Allowance (SSA) Scheme with Disability Allowance.

4. Subdivided Units Household

Hong Kong resident for not less than one year; and must fulfil the following application qualifications:

  • living in a subdivided unit in adverse conditions; and
  • no individual CLP electricity account created for the subdivided unit

How to apply

  1. Beneficiary must be nominated by Underprivileged Families Programme partnered NGOs or Legislators or District Councillors
  2. The eligibility of the applicants will be reviewed by the NGOs or Legislators or District Councillors. Those applications will then be reviewed by CLP

Documents required for application

For elderly, low-income family and the disabled

  • HK Identity card of beneficiary
  • Copy of electricity bill
  • Eligible and corresponding document number

For subdivided units household

  • HK Identity card of beneficiary
  • Address proof of beneficiary 
  • Copy of Personal Saving Account (Bank book/ Bank statement/ E-statement)
